Why do Yoycol and Etsy both charge VAT on imported orders?
VAT is a general tax that applies to all commercial activities(eg. production, distribution, sale) for goods and services, which is different from the US Sales Tax. All services need to be applied with VAT.
If you integrated Yoycol with an online marketplace like Etsy, the online marketplace will collect VAT on the check-out page from the final consumer, and Yoycol will collect VAT from you because of products production and shipping. They are treated as two transactions, the one is between sellers and consumers and the one is between products suppliers and sellers.
Due to new regulations about IOSS, the online marketplace starts to provide sellers with their own IOSS ID numbers. However, you can't submit those IOSS ID number to Yoycol.
